The Rebbe taught this discourse on Shabbat Parsha Devarim 1969, the Shabbat before the Ninth of Av.  The discourse explains Exile and Redemption in terms of the fragmentation or wholeness of the supernal Divine Name, which reveals why the practical actions of the Mitzvot are so important.
