This discourse was delivered by the Rebbe on Shavuot, 5729 (1969). The Ten Commandments are introduced with 'And G-d said all these words, saying', and Rabbi Shneur Zalman asks what 'saying' means when the entire Jewish people were already present. The discourse presents three aspects of 'saying': G-d speaks Torah together with the person who studies it; Torah was given with the power to be innovated; and Torah now draws down divine presence into the physical world in an inward way.
